Dehradun, April 6 -- The creation of new jobs is a recurrent theme of the opposition no matter how unrelated it may be to whatever subject is being discussed in Parliament. The issue becomes particularly urgent at election time. In the traditional socialist sense, jobs are provided by the government, either directly, or through welfare schemes like MNREGA. Policies are theoretically supposed to lead to the development of industry and creation of jobs.
