India, June 28 -- The resort will first cater to the North Korean elite before it can utilize its train station and international airport to welcome foreign visitors.With his family on his side, Kim Jong Un personally cut the ribbon to this lavish oceanside development set against what human rights advocates see as a stark contrast to the reality of this most isolated country, where people are hungry and suffer hardships.
The resort development will open to locals on July 1st. It's unclear whether all of this is a genuine attempt to revive tourism or just another chapter in Kim's propaganda playbook.
