India, Jan. 8 -- WASHINGTON, January 8 - Following the dramatic seizure of two sanctioned oil tankers, the United States has laid out a detailed plan for Venezuela's immediate future. Secretary of State Marco Rubio outlined a three-step strategy that includes selling up to 50 million barrels of seized Venezuelan oil, with the U.S. controlling the proceeds.
