Bangladesh, June 19 -- An independent review into how the UN System operated in Myanmar in the years leading up to the mass exodus of Rohingya following serious human rights abuses has concluded there were "systemic and structural failures" that prevented a unified strategy from being implemented.

The review also pointed out that the UN Security Council should bear some responsibility for the United Nation's systematic failure to stop the abuse against the Rohingya community in Myanmar, said a communique issued by the UN on Tuesday.
