New Delhi, July 14 -- The fundamental tragedy of modern India is not in our military limitations, economic potential, or diplomatic setbacks, but in a deep-rooted confusion between two distinct entities: India, the ancient, sovereign civilizational force, and the Government of India, a post-colonial administrative structure meant to serve its people.
