Manila, Feb. 14 -- The city government of Surigao on Friday held its annual "Kasalan sa Valentine's Day" with a total of 70 couples tying knots in the solemnity of marriage. The ceremony was presided by Mayor Ernesto U. Matugas, Jr. who said the "Kasalan sa Valentine's Day" has become an "institutionalized program of the city government". "This program aims to promote responsible parenthood and strengthen family ties," Matugas said, adding that the program is a way of providing help to unwed couples to make their cohabitation legal. "Legitimizing marriage means a lot of difference, especially to the children. It will give them confidence and feeling of security," he added.
