New Delhi, Jan. 30 -- Reacting to the survey, Mahindra Group Chairman Anand Mahindra said this year's Economic Survey represents a significant shift in India's policy approach, as it places cities at the heart of the country's economic strategy instead of viewing them merely as administrative afterthoughts
