SHILLONG, June 18 -- Meghalaya's Education Minister, Lakmen Rymbui has expressed his concern over the state lagging behind in areas of research, quality teaching and All India Services."The state is lagging behind in areas of quality teaching, research, and All India services," said Rymbui on Tuesday while further stressing that the state does not require only doctors and engineers but also brilliant minds in state administration and teachers besides other spheres.
