Manipur, June 27 -- The 'Civil Society Coalition on Human Rights in Manipur and the UN' (CSCHR), has urged the 'UN special rapporteur on Torture and Other Cruel, Inhuman or Degrading Treatment' to mount pressure on India for ratifying the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (UNCAT) without any further delay.

The CSCHR pointed out that torture has become endemic in Manipur since the imposition of the Armed Forces Special Powers Act, 1958, which allowed the armed forces of the union to operate with impunity.
