Sri Lanka, Feb. 14 -- Speaker (Dr.) Jagath Wickramaratne informed Parliament today (14) that the Supreme Court has delivered its determination on the Local Authorities Elections (Special Provisions) Bill, which was challenged under Article 121(1) of the Constitution.
A three-judge bench heard the case, with two judges ruling that Clauses 2 and 3 of the Bill are inconsistent with Article 12(1) of the Constitution. As a result, they determined that the Bill can only be passed with the special majority required under Article 84(2).
However, the third judge dissented, holding that the Bill does not violate the Constitution and could be enacted with a simple majority in Parliament.
