New Delhi, Feb. 18 -- The Municipal Corporation of Delhi (MCD) earned the scorn of the Supreme Court on Monday for "dilly-dallying" on the issue of tackling pollution in the Capital as it found that no steps were taken by the civic agency to ensure that every person undertaking construction or demolition activity is to first submit a plan on how to deal with the waste generated.
Referring to the Construction and Demolition Waste Management Rules of 2016, under which the MCD failed to provide steps taken against the waste generators, the court felt it was "high time to appoint an administrator to govern the affairs of the municipal body''.
