New Delhi, July 1 -- The Supreme Court on Monday allowed businessman and former IPL chairperson Lalit Kumar Modi to pursue civil remedies against the Board of Control for Cricket in India (BCCI) for the payment of penalties under the Foreign Exchange Management Act (FEMA) of over Rs.10 crore. The bench of justices PS Narasimha and R Mahadevan said, "BCCI has been held to be 'state' for functional purposes related to cricket. For recoveries, it cannot be equivalent to state." P16
