India, Jan. 24 -- A special team formed by the Uttar Pradesh chief minister questioned Noida Authority engineers, who cited an order by now-transferred CEO Lokesh M to freeze funding for small works as reason for the lapses that contributed to the death of Yuvraj Mehta. Mehta, drowned in a flooded empty plot in Sector 150. Residents dismissed this defence as an attempt to escape responsibility, noting that the civic neglect predated the administrative order. P7
