New Delhi, July 6 -- The Association of Democratic Reforms (ADR) has filed a petition in the Supreme Court, challenging the EC's decision to undertake a special intensive revision of electoral rolls in poll-bound Bihar, alleging that the election body's June 24 directive was "arbitrary and unconstitutional". In its petition, ADR said that insisting on people to prove their citizenship and that of their parents' within short notice, and without relying on easily available identity documents such as the Aadhaar card, will potentially disenfranchise around 30 million voters.
