India, Jan. 26 -- Assam chief minister Himanta Biswa Sarma, in his Republic Day speech at Dibrugarh, said that "Nehru kept Ambedkar out of the constituent assembly that drafted the Indian Constitution." He also outlined plans to transform Dibrugarh into Assam's second capital, with projects including a new state assembly building, a Raj Bhawan in Tezpur, a mini secretariat and chief secretary office in Silchar, and express highways linking Guwahati to Dibrugarh and Silchar.
