Loss and Damage fund and the cost of rebuilding
New Delhi, June 30 -- Let's take a harder look at the recent floods in Himachal Pradesh. HT reported on Sunday about the widespread damage: 17 people lost their lives over the last week and infrastructural damage worth Rs.300 crore was caused by the flash floods.
This qualifies to be loss and damage, a term in climate negotiation speak which summarises the "negative impacts of climate change" beyond what individuals and communities can adapt to or mitigate.
