Chennai, Sept. 19 -- The Madras high court on Thursday directed the Tamil Nadu government to formulate guidelines for seeking deposits from the political parties and other organisations intending to conduct public meetings and rallies, enabling authorities to penalise parties if their supporters damage public property during campaigns or events. Justice N Sathish Kumar instructed additional public prosecutor E Raj Thilak to submit a report by September 24 outlining the proposed guidelines, which are to be applicable uniformly to all political parties and other organisations.
