India, Aug. 19 -- The cloudburst intensity in the Himalayas, especially in the north-western parts, appears to have increased in recent decades, causing widespread destruction and loss of lives and property. Unplanned and unscientific development in the most vulnerable Himalayan regions has massively contributed to this. There is no holistic developmental approach. State governments have adopted a fragmented approach, with planning based on local political pressures and haphazard bureaucratic decision-making.
