New Delhi, Sept. 10 -- Authorities have sent notices to at least 15,000 people in Bihar, who allegedly failed to produce valid proof of identity and residence and against whom complaints were received that their Indian citizenship was suspect, election officials in Patna and Delhi said on Tuesday.
