India, Dec. 2 -- External affairs minister S Jaishankar on Monday stressed on the rising possibilities of the misuse of biological weapons by non-state actors, and suggested that the Biological Weapons Convention must be modernised as it has no compliance system or mechanism to track new scientific developments. He was addressing a conference on 50 years of BWC in Delhi, with a focus on strengthening biosecurity for the Global South.
