JAMMU, July 13 -- Shifting of loyalties by elected representatives has deepen the trust deficit of people in parliamentary democratic institutions, said Congress leaders Ashok Sharma, former legislator and Vinod Sharma, Chairman Displaced Persons in a press statement issued here today.

Anti-defection law by amending the Constitution in its 52nd amendment was enacted to address the problem of instability caused by democratically elected legislators in Indian Parliamentary system of government shifting allegiance from political parties they supported at the time of election or disobeying their parties decision at critical times, such as during voting on an important resolution.
