Jammu, March 21 -- The soft approach of Home Department of Government of Jammu and Kashmir on terror related activities could be judged from the the fact that after the lapse of seven years it has failed to file a charge sheet in the court against Mehraj-ud-Din Dand of Krank Shivan Sopore arrested by the Kishtwar police in September 2012 from Chatroo area of Kishtwar District while he was on its way to valley via Kishtwar-Sinthan top route.

According to the then IGP Jammu, the arrest of Dand was a major success for the security forces in Jammu and Kashmir. He was wanted in many militancy related activities in India. He was also involved in infamous 1999 Kandhar hijacking case.
