Sri Lanka, Sept. 10 -- Speaker Jagath Wickramaratne announced today that the no confidence motion against Deputy Minister of Defence Aruna Jayasekera cannot be taken up for debate as there is no provision to bring such a motion as he does not bear responsibility to Parliament as in the case of a Cabinet Minister.

He said the decision was arrived at after a broad study of practices of foreign legislations such as the House of Commons of the UK and the Lok Sabha of India.
