Jakarta, Dec. 11 -- Minister of Home Affairs Tito Karnavian has stated that the 1945 Constitution does not prohibit regional heads from being elected through the regional house of representatives (DPRD), as long as the process remains democratic.

"The law does not forbid it as long as it is conducted democratically," he told reporters at the ministry's office here on Thursday.

He added that whether regional heads are elected directly by voters or by DPRD representatives, both methods meet the democratic definition.

"Democracy can take two forms: directly elected by the people or through DPRD. The 1945 Constitution does not prohibit either," he said.
