Paris, Oct. 7 -- Vice Chairman of the Da Nang People's Committee Tran Nam Hung and Mayor of Le Havre Edouard Philippe have signed a memorandum of understanding (MoU) to establish a framework of cooperation and friendship between the two port cities.
