Hanoi, Nov. 25 -- Vietnam is advancing with a strong sense of strategic autonomy, resilience and confidence as it enters a new phase of development, and seeks to exchange experience with India - a rapidly rising major power, said Nguyen Xuan Thang, Chairman of the Central Theory Council and President of the Ho Chi Minh National Academy of Politics.
