Hanoi, Oct. 1 -- Prime Minister Pham Minh Chinh has urged concerted efforts to ensure the two-tier local government system operates harmoniously, smoothly, and comprehensively to meet the expectations of the Party, State, and people, with the new administrative apparatus performing better than the old one in serving the people and enterprises.
