Hanoi, June 22 -- For more than 65 years, the Ministry of Foreign Affairs' State Committee for Overseas Vietnamese (OV) Affairs (SCOVA) has played a pioneering role in implementing the Party and State's policies on OVs, consistently standing by the community in all circumstances.
