Singapore, March 11 -- General Secretary of the Communist Party of Vietnam (CPV) Central Committee To Lam, his spouse Ngo Phuong Ly, and a high-ranking Vietnamese delegation, arrived in Changi Airport on March 11 afternoon, beginning a three-day official visit to Singapore at the invitation of Prime Minister and Secretary-General of the ruling People's Action Party (PAP) Lawrence Wong.
