Hanoi, Jan. 15 -- Tran Thang, President of the Institute for Vietnamese Culture and Education (IVCE) in New York, has applauded Vietnam's early policies for the overseas Vietnamese (OV) community, highlighting initiatives to involve OV intellectuals in the homeland's development.
