Hanoi, June 23 -- The merger of Nam Dinh, Ha Nam, and Ninh Binh provinces in northern Vietnam will shape up a unified development space that integrates and promotes each locality's strength, creating a powerful and sustainable growth driver, Party General Secretary To Lam said on June 23.
