Hanoi, Oct. 6 -- The signing ceremony of the United Nations Convention against Cybercrime, also called "Hanoi Convention", will be a high-level multilateral diplomatic event of profound political and legal significance, according to Deputy Minister of Public Security Senior Lieutenant General Pham The Tung.
