Hanoi, Nov. 7 -- The Party Central Committee (PCC)'s Inspection Commission held a chairmanship handover ceremony in Hanoi on November 7, with Prime Minister Pham Minh Chinh and Permanent Member of the committee's Secretariat Tran Cam Tu in attendance.
