Hanoi, Dec. 4 -- The 48th meeting of the Vietnam - Laos Inter-Governmental Committee, co-chaired by Prime Minister Pham Minh Chinh and his Lao counterpart Sonexay Siphandone, has marked an important milestone in deepening the two countries' special relationship and elevating it to a new strategic level.
