Sydney, Jan. 25 -- The documents of Vietnam's 14th National Party Congress set out a clear and ambitious long-term roadmap, signalling the start of a new development era for the country, according to Emeritus Professor Carl Thayer of the Australian Defence Force Academy at the University of New South Wales.
