Tashkent, Sept. 24 -- The Permanent Representative of Kazakhstan to the United Nations, Kairat Umarov, signed the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty.

The decision to incorporate to the International Protocol was announced by President Tokayev's address at the 75th-anniversary session of the United Nations General Assembly. The death penalty law in Kazakhstan was completely suspended by a presidential decree imposing a moratorium in 2003.
