A user equipment (UE) receives a multicast broadcast services (MBS) transport block, wherein the UE corresponds to a defined state. The defined state can be an RRC inactive or idle state. The UE determines determining to transmit a HARQ feedback for the received MBS transport block. The UE then transmits an indication of the HARQ feedback."
