ALEXANDRIA, Va., Oct. 28 -- United States Patent no. 12,454,945, issued on Oct. 28, was assigned to Regents of the University of Minnesota (Minneapolis).

"Partial stroke fluidic pump-motor with high mechanical efficiency" was invented by Thomas Richard Chase (Minneapolis), Perry Yan-Ho Li (Plymouth, Minn.) and Michael B. Rannow (Eden Prairie, Minn.).

According to the abstract* released by the U.S. Patent & Trademark Office: "A partial stroke pump or motor includes a piston coupled to a rotating shaft to evacuate a fluid within a cylinder during an upstroke.
