ALEXANDRIA, Va., Dec. 31 -- United States Patent no. 12,513,294, issued on Dec. 30, was assigned to PANASONIC INTELLECTUAL PROPERTY CORPORATION OF AMERICA (Torrance, Calif.).

"Encoder, decoder, encoding method, and decoding method" was invented by Tadamasa Toma (Osaka, Japan), Takahiro Nishi (Nara, Japan), Kiyofumi Abe (Osaka, Japan) and Yusuke Kato (Osaka, Japan).

According to the abstract* released by the U.S. Patent & Trademark Office: "An encoder, includes: memory; and circuitry coupled to the memory, in which in a first encoding process, the circuitry quantizes a current block using a first quantization matrix in both of a first case where the circuitry performs primary transform and the circuitry does not perform secondary transform...
