"Clock monitoring using pointer techniques" was invented by Madhusudhan Harigovindan Thekkeettil (Cupertino, Calif.) and Josef Mueller (San Jose, Calif.).

According to the abstract* released by the U.S. Patent & Trademark Office: "Two pointers are initialized. The first pointer is incremented every M cycles of a monitored clock and the second pointer is incremented every N cycles of a reference clock, where M and N are determined from a frequency relationship between the clocks.
