The pulley is movable between an inactive position and an active position. A tension member is wrapped about the pulley and has a tensile force acting on the pulley. At least one link arm is rotatably mounted within the housing. The at least one link arm is operably coupled to the pulley to selectively oppose the tensile force acting on the pulley."
