"Frame-rate scalable video coding" was invented by Robin Atkins (Vancouver, Canada), Peng Yin (Ithaca, N.Y.), Taoran Lu (Santa Clara, Calif.), Fangjun Pu (Sunnyvale, Calif.), Sean Thomas McCarthy (San Francisco), Walter J.
