According to the abstract* released by the U.S. Patent & Trademark Office: "A disclosed technique includes obtaining input video at a first resolution; upscaling the input video to a second resolution that is higher than the first resolution, using an encoder having a low complexity enhancement video coding encoder that omits at least one component, to generate upscaled video; and encoding the upscaled video using the encoder to generate encoded output video."
