According to the abstract* released by the U.S. Patent & Trademark Office: "An adaptable decoy motion system for simulating natural movement of the waterfowls includes a motor assembly that connects to a tripod placed over the ground. The tripod helps to float a decoy on the surface of water at a desired height from the ground. The tripod includes a swivel arm. The motor controls the swivel rod to turn 360 degrees horizontally.
