"Sign holder apparatus" was invented by Donnell Diggins (South Bend, Ind.) and Dasey Diggins (South Bend, Ind.).
According to the abstract* released by the U.S. Patent & Trademark Office: "A sign holder apparatus for holding large yard signs over a ground surface includes a frame having a U-shape and a receiver extending along an inner edge of the frame. The receiver comprises a pair of spaced apart rails which defines a groove therebetween for receiving the yard sign therein. A plurality of retainers is coupled to the receiver and positioned in the groove. Each retainer comprises a pair of protrusions which each extend into the groove to grip the yard sign....
