"Portable pneumatic throwline launcher" was invented by Michael Darren Pope (North Augusta, S.C.).
According to the abstract* released by the U.S. Patent & Trademark Office: "A pneumatic throwline launcher has a barrel fluidly coupled to an air compressor and an air tank upstream of the air compressor that is also fluidly coupled to the air compressor. A battery electrically connected to the air compressor for selectively controlling power the air compressor, wherein the battery is physically connected to the air tank to enable portability of the pneumatic throwline launcher."
