According to the abstract* released by the U.S. Patent & Trademark Office: "An improved ramp for facilitating the application of snow chains to the outer tire of a dual tire configuration of a semi truck, or other dual wheeled vehicle. The ramp has a front apron that is close to and parallel to the ground. The front apron allows for the tire to drive on to the apron without pushing the ramp out from under the tire.
