According to the abstract* released by the U.S. Patent & Trademark Office: "A cigar cutter having a locking mechanism includes a rotatable ring, an elastic element, a locking assembly and an arresting portion. When a cutting blade unit of the cigar cutter is pressed, the rotatable ring is driven to rotate to compress the elastic element, and the arresting portion will engage with a plate of the locking assembly so that the cigar cutter enters a closed state.
