According to the abstract* released by the U.S. Patent & Trademark Office: "The present invention relates to a wheelchair mobility handle device. The device is comprised of a handle assembly is positioned within a hollow rim, wherein the rim is fastened to a wheel of a wheelchair. A band positioned within the rim attaches to a bearing on each side of a handle housing. Each bearing then attaches to a handle such that the handle can be pushed forward or backward to tighten the band propel the wheelchair wheel forward or backward."
