"Anti-slip shoe straps" was invented by Hernandez Cortez Evans (Brooklyn Park, Minn.).

According to the abstract* released by the U.S. Patent & Trademark Office: "An anti-slip strap for removably coupling and at least partially covering a shoe is disclosed. The anti-slip strap includes a base strap comprising woven synthetic fibers, a first set of protrusions coupled to the base strap and spaced from each other to create a first set of channels therethrough, and a second set of protrusions coupled to the base strap and spaced from each other to create a second set of channels therethrough."
